On 09 Oct 2008, one of our vessels had undergone a PSC inspection at Brindisi, Italy where following deficiency was raised under Action Code 17, i.e., rectifiable before departure.

Amendments to STCW as adopted on 18 May 2006, with respect to SSO certificates which entered in to force on 01 Jan 2008, provides a transitional grace period until 01 Jul 2009 for existing SSO certificates issued prior to 01 Jan 2008. The SSO certificate in question, issued on 27 Jul 2004, is therefore still valid and the deficiency was unwarranted.
However, the PSC authority remained firm in their unreasonable stance. And port clearance was not issued to the vessel until a letter of authorization from Panama Administration was obtained certifying that the SSO certificate in question was indeed valid.
In order to avoid such ordeal and delay to vessels, SSO certificates (at least for the Masters) should be converted/upgraded/endorsed, as applicable as per STCW without any further delay.
